About the "Multi-tenant difficulty" in SSc8

I've been reading the EB&OM stress test, and felt confused about the "multi-tenant difficulty" factor in SSc8. What does it mean?

FAQs about SSc8:

If we have exterior lighting fixtures over 50 watts with occupancy sensors, can these fixtures be excluded from the shielding requirements of Option 2?
