Does Appendix G or LEED modeling protocol require the baseline building be modeled with all of the mandatory provisions of Section 6.4? And if so where is this stated?
Appendix G implies it, but it is never specifically stated. Other mandatory provisions are specifically identified in appendix G (specifically envelopes, DCV, etc). Even the DCV reference only states that you ventilation rates must match in each model except in areas with DCV not required by 6.4.3.9. Meaning that the model doesn't necessarily have to comply with the mandatory provision, but it can't show savings against this requirement.

Appendix G does not necessarily require compliance with all the mandatory provisions. It defines the Baseline. LEED projects (Proposed design) are required to meet all the mandatory provisions and this is stated in the credit language.

I understand the proposed design has to meet all of the mandatory provisions, but does the modeled baseline?
In particular, I am performing a App G analysis for 90.1-2010 for a government project and in accordance with LEED Interpretation 10421.
For 90.1-2010 6.4.3.10 requires single zone units that are large enough be VAV. Does this requirement apply App G baseline systems 3&4 of large enough size?

As I indicated no it does not.
System 3 and 4 remain constant volume in the Baseline model.

Hello,
I have almost the same question but this time concerns the building envelope.
Could you tell us if it is mandatory that the thermal coefficients of my building comply with table 5 - 5.3 of ASHRAE 90.1 which governs the performance of each type of envelope? I'm lost...We are working for a project outside the United States.

Hi Sara,
As Marcus already noted, that table is not mandatory if you are following Appendix G.
ASHRAE 90.1 is very tricky, you need to follow the diagram at the beginning of each section. In page 17 of the Standard 90.1-2007, after Section 5.4 you can choose between Sections 5.5, 5.6 or 11. Since you are using energy modelling, you jump to Section 11 and then to 5.7 (you skip sections 5.5 and 5.6).
