Will I get the credit if I use Pella Windows with Built-in Window Blinds? It shades the opening on the summer solstice and can be open on winter solstice.

Filemon,
According to the Reference Guide, alternative shading strategies may include applied sunshades. To meet this requirement, you must prepare calculations or drawings showing that at least 90% of the south-facing glazing is shaded at noon on the summer solstice (June 21 in the northern hemisphere) and unshaded at noon on the winter solstice (December 21). Built-in window blinds alone don't meet the shading requirements. It's possible they might qualify as applied sunshades, however, the shading and unshading cannot be completed by the occupant. There needs to be a system which ensures the shading and unshading happens automatically. If you have such a system, I would ask your Green Rater or Provider to email homestechnical@gbci.org to ensure the designed system meets the requirement.
