80% - how to determine 80% of flush and flow fixtures

The requirement is to meter 80% indoor plumbing fixtures and fittings as described in WEp Indoor Water Use reduction: lavs, toilets, urinals, showers. If you meter all Residential units in a multi-family mixed use building, this would include dishwasher, kitchen and clothes washer potable water. How would you determine what percentage of WEp fixtures you are metering?
