75% steel/concrete threshold

I am not clear on how this threshold is applied. Is this a cap, meaning, if steel/ concrete is over the 75% then any amount over won't count towards MRc3? Or is it the project is not eligible to earn any points for MRc3 if a project goes over the threshold?

That is my interpretation. You can fill the bucket to 75% and then the excess will just drain away.

I asked the USGBC for guidance and they stated anything over the 75% won't count towards MRc3, but you are still eligible to earn points if it goes over 75%.
