I am a new employee to a contractor and have been tasked with handling LEED for a project that is to be finished in a month. The previous group handling LEED did not track the total cost of materials on the job. Architect has informed hat we can take 45% of the cost of all Div 3-10 and 31/32 contracts and use this as a materials cost which we would then have to achieve 20% of. Where can I find the exact LEED ruling on this and is there a better way to go about calculating the material costs?

The Architect is correct - unless you have tracked the actual cost of each and every item in Div 3-10, 31.6, 32.1, 32.3 and 32.9 (excluding labor and equipment) then you will need to use the Default Material Cost method of determining your Total Material Cost. This will be the cost of the all the Divisions/spec sections I referenced, but including labor & equipment, and should match up to information on the subcontractors Schedule of Values. Take that amount, multiply it by 45% and that will be your Total Material Cost that you will be comparing back to. This information is on the Instructions tab of the 2009_Materials and Resources Calculator_v06.xlsm that you should be filling out as documentation for the Materials and Resources recycle/regional/FSC/etc. credits.
I should clarify that I am assuming your company is the General Contractor/CM for the project, and are responsible for documenting the M&R credit compliance for the project.
