Recently an addenda was published to refer that "for projects that register after XX/XX/XX and are subject to the four point mandatory minimum, demonstrate an 18% improvement in the proposed building performance rating for new buildings".

Has this requirement been enforced already or is it to be enforced in the future?

This change has been proposed and not yet enacted. This is part of how LEED develops and changes. Substantial changes like this are sent out to the membership for public comment and then ultimately balloted by the membership. If it is approved they will enter a registration date when it takes effect. Any projects registered before that will be grandfathered.

Marcus, is there an estimated date after which any registered projects should comply with the proposed energy update (if approved)? Would that be January 8th, 2016?

I have not seen an estimated date yet. I think this is where we are in the process - http://www.usgbc.org/articles/leed-2009-energy-update%E2%80%94voter-regi...
