3% refueling for future Retail-CI tenant

Our LEED-NC project is required to provide tenant guidelines per CIR 10102. The base building is planning to provide refueling stations for 3% of the total parking capacity (parking includes spaces for future tenants). It would seem that a future tenant pursuing LEED Retail-CI certification would automatically attain SSc3/Option 3/Path 3 by locating in this LEED-NC building. Am I looking at this correctly? I apologize - I meant SSc3/Option3/Path 2 - Preferred Parking. The question is that since there is one garage (w/ no distinguishing between FTE & customers), then if we've provided 5% preferred spaces of the entire garage, the Retail tenant's 5% (both FTE & customers) is covered by the base building. We are not planning to distinguish between the FTE and the customers.
