Full Time Equivalent Occupancy
The LEED project must serve 1 or more Full Time Equivalent (FTE) occupant(s), calculated as an annual average in order to use LEED in its entirety. If the project serves less than 1 annualized FTE, optional credits from the Indoor Environmental Quality category may not be earned (the prerequisites must still be earned).

If the project serves less than 1 annualized FTE, optional credits from the Indoor Environmental Quality category may not be earned (the prerequisites must still be earned).
Minimum Occupancy Rate
The LEED project must be in a state of typical physical occupancy, and all building systems must be operating at a capacity necessary to serve the current occupants, for a period that includes all performance periods as well as at least the 12 continuous months immediately preceding the first submission for a review.

A campus group project contains a fully occupied office and an associated support building larger than 1,000 sf, that is occupied, but whose occupancy calculated as an annual average, does not equal 1 FTE. Are both buildings able to peruse certification and would they both be eligible for IEQ credits in the LEED rating systems?
Buildings are able to pursue IEQ credits through group certification following the LEED Application Guide for Multiple Buildings and On-Campus Building Projects Guidance if both buildings are regularly occupied and the aggregate annual average FTE of a fully occupied building and its associated support building is greater than 1, as required in MPR #5. In implementing this aggregate approach for MPR #5, both buildings should meet all other MPR requirements. As required with group certification, both buildings would be able to pursue all eligible IEQ credits, but must document credit compliance for all buildings included within the group
