"Enforcement" example / template language

The v4.1 offers an option for enforcement, but doesn't give much guidance as to what will be accepted.

Who is the owner if its a big entity with a top management board?

I wonder what is the definition of the project/building owner if the project is property of a large private sector corporation?

Has anyone used the updated v4.1 version of this and has a good way to phrase the signage? Seems even more awkward than the previous needs.
