The v4.1 offers an option for enforcement, but doesn't give much guidance as to what will be accepted. Has anybody seen a review on this, or any further guidance on what qualifies as an "enforcment" plan?

Hi Joseph - I think enforcement could take a few different forms (and the lack of guidance hopefully provides some flexibility). A few things that come to mind are: having security or building staff regularly patrol the site, including rules and clear consequences in lease documents, and regular communication with tenants via email or other comms. Those are just a couple ideas - I'd be curious if anyone else has successfully submitted other ideas that have made it through GBCI review.

I will be submitting the 'policy and enforcement' path in lieu of the no-smoking signage soon, and will post GBCI's comments to this forum once recieved.
What peaks my interest is the "....as well as smoke produced from the combustion of cannabis..." language inserted into the v4.1 requirement language. My project is in a local where cannibis is illegal per law. So i wonder if GBCI will make a building owner put 'cannibas langauge' into their no-smoking policy even though it is against the law.
Still learning on a prereq that has been around forever in LEED.

Related, I asked LEED Coach about the signage language; we had a project that was also doing Fitwel, which has slightly different signage requirements. This is what was deemed acceptable from both sides to cover all potential things being smoked:
"All tobacco use and smoking prohibited within 25 feet of building"

here is the original langauage that was not accepted by GBCI:
"Smoking is not allowed within the building or on the project site, hence there are no designated smoking areas within the property boundary. This pertains to tobacco smoke, as well as smoke produced from the combustion of cannabis and controlled substances and the emissions produced by electronic smoking devices. This policy will be communicated to occupants of the building/site and provisions for enforcement will be self-policed."
Here is the revised language that was accepted by GBCI:
"Smoking is not allowed within the building or on the project site, hence there are no designated smoking areas within the property boundary. This pertains to tobacco smoke, as well as smoke produced from the combustion of cannabis and controlled substances and the emissions produced by electronic smoking devices. This policy will be proactively communicated to occupants of the building/site and provisions for enforcement will be self-policed by the owner's staff.
“the owner” employees will be proactively reminded of the campus No Smoking Policy via monthly administrative emails. Visitors will be informed of the campus No Smoking Policy upon arrival every day. Everyone (employee, visitor, maintenance staff, contractor, delivery drivers, etc.) entering the loading dock will have a clear view of the No Smoking signage and will also be greeted by a “the owner’s” employee who will proactively enforce the policy; “the owner’s” maintenance staff will also proactively enforce the campus No Smoking Policy during their daily rounds. The signage has been updated to reflect a more detailed policy as this site is not connected physically to the main campus."
This project is across the street from the owner's main campus. All projects on the main campus are LEED certified, and the campus has a 'no smoking on campus' policy. What was accepted for 'no smoking' language on the original LEED certification was not accepted on this recent LEED application. GBCI was also concerned with how 'no smoking' was enforced at the loading dock - so we added a "no smoking campus" sign at the loading dock.
