California Air Resources Board, Definition of Zero-Emission Vehicle

 A zero-emission vehicle (ZEV) meets the standards of the California Air Resources Board (CARB). These standards require zero emissions of regulated pollutants—nonmethane organic gases, particulates, hydrocarbons, carbon monoxide, and nitrogen oxides—when the vehicle is either stationary or operating. Most ZEVs are powered by electricity, fuel cells, or hydrogen.
