The payback period for an M&V program depends on the initial cost of additional meters and whether the system identifies inefficiencies that wouldn’t have been found otherwise. Some fixes may be substantial enough to pay for the metering system. After your BMS or submetering system has been installed, true return depends on the commitment of the owner and operations staff to making the best use of the system.

If your project is attempting IPMVP, Option D, 12 months of data from the metered categories are used to calibrate the computer simulation model. Your M&V plan needs to demonstrate your system’s ability to identify specific problem areas if discrepancies occur between modeled and metered data. 

Interior lighting cannot spill out of the windows after business hours. Window coverings or automatic controls like timers, occupancy sensors, or master switches have to shut off all non-emergency indoor lights during that time. 

Be aware of all requirements for interior lights so that fixtures do not direct their maximum candela through windows to the outdoors. Identify locations where fixtures might have a direct line of sight to a window or other opening. The lighting designer should either eliminate those fixtures from the design, provide shades to prevent the maximum candela from shining outdoors, or include controls to turn off all non-emergency lighting after hours. 

Include the alarm system in the occupant survey for EQc7.2: Thermal Comfort—Verification to determine its effectiveness.

Contractor installs the monitoring devices as recommended by product manufacturer and mechanical engineer. Verify that all alarms have set points complying with ASHRAE 62.1-2004.

All occupied spaces in naturally ventilated buildings require the installation of at least one CO2 sensor. The number of CO2 sensors depends on the project’s design and should be calculated by the mechanical engineer. Projects can use one CO2 sensor for multiple spaces only if the project is ventilated by an approved “engineered natural ventilation system” according to ASHRAE 62.1-2004 requirements and if it does not require occupant intervention.

CO2 sensors can 1) measure the indoor concentrations of CO2 and compare them against ASHRAE 62.1-2004 limits or, 2) measure the indoor concentrations of CO2 and compare them against outdoor CO2 concentrations. If you choose the second option, you will need to install outdoor CO2 monitors as well.
