Is a TVOC emissions evaluation for an epoxy flooring system's topcoat acceptable?

We are managing the new construction of a pharmaceutical production facility where we have an epoxy flooring system to be installed which consists of a primer, application of the main product (products known as either Stonchem 678 and Stonchem 610) and finally a topcoat (Stonchem 601). We have been unable to find VOC emissions evaluation documentation for the 678 and 610 but we have VOC emissions for the topcoat 601 that vendor had confirmed verbally is applicable to use for 678 and 610 as a) they fall under the same series of product and b) the top coat covers the main product. 

Can the topcoat's VOC emissions evaluation be used? I have attached product data page for the 678 and 610, and the top coat 601
