Pilot-Credits SSpc129:Comprehensive Composting

Comprehensive Composting listed under LEED BD+C New Construction v4.1 but not eligible when I try to register

Trying to register for this pilot credit: https://www.usgbc.org/credits/new-construction-core-and-shell-schools-new-construction-retail-new-construction-data-46?return=/credits/New%20Construction/v4.1

But Registration page indicates BD+C 4.1 is no longer eligible for this pilot. Is this true? Or a glitch?
