NC-v4.1 MPR2:Must use reasonable LEED boundaries

Defining the LEED boundary when an ancillary building is operationally and technically independent (v4.1 BD+C)

Seeking input on LEED project boundary definition for a site containing two physically separate buildings: a main institutional building and an ancillary building serving a specialised operational function with distinct security and technical requirements.

Although the buildings share a site, the ancillary structure is functionally and technically independent: 

  • Separate access and security perimeter
  • Independent metering (electrical and thermal)
  • Fully independent HVAC system and air distribution
  • Distinct operational schedule, occupancy profile, and energy use intensity
  • Different design and operational requirements driven by its specialised function

Landscape treatments (including a vegetated roof) are coordinated site-wide for architectural coherence, but no building systems are shared between the two structures.

Given these conditions, is the ancillary building to be treated as outside the LEED project boundary under MPR 2? Has anyone documented a similar exclusion, and what evidence should be included if so — separate ownership, separate O&M contracts, separate utility accounts, or other criteria?
