Hello everyone,
I would like to clarify a scenario related to the CxA eligibility requirements for LEED v4.1 Fundamental and Enhanced Commissioning.
In our project, the Project Management Consultant (PMC) is responsible for managing, reviewing, and approving the design documents, monitoring construction progress, reviewing inspection and testing reports, and witnessing testing and commissioning activities, etc.,
However, we are considering assigning a separate individual within the PMC team (who is not involved in design review, construction supervision, or decision-making) to act as the Commissioning Authority (CxA)—limited strictly to the LEED commissioning scope.
The CxA would:
Report directly to the Owner,
Have no role in design or construction management, and Work only on LEED Fundamental and Enhanced Commissioning requirements.
Given this structure, would this setup be acceptable under LEED v4.1 requirements for CxA independence?
Or would the PMC’s broader role in design and construction management make the firm ineligible to perform commissioning, even if the assigned individual is functionally independent?
Any guidance or examples from past GBCI reviews would be greatly appreciated.
