Tenant chilled water metering

Hi all, I have a question regarding the EA Credit: Advanced Energy Metering under LEED v4 BD+C: Core and Shell.

The project is a high-rise office building, with each floor leased to different tenants. Chilled water and hot water are supplied to the AHUs and FCUs on each floor. While I understand that measuring heat energy may better align with the credit’s intent, do you think installing water flow meters instead of heat meters would be acceptable for this credit?

If heat meters are required, would the credit requirements still be met if the meters and data collection system provide instantaneous values (in kW) rather than cumulative energy values (in kWh)? The credit only specifies that "chilled water" must be metered and does not appear to define the required unit of measurement.

You must be able to directly meter (or perhaps derive) the energy use. I'm not sure how you could derive energy use from the water flow? If you meter kW you would also need a way to derive hours at each particular temperature to determine energy use.
