NC-v4 EAc2:Optimize energy performance

PPA of PV on building roof with partial RECs

Hi all, 

Solar panels will be installed on the roof of the building to be certified though a Power Purchase Agreement.

The PPA contract states that 10% of the RECs are retained by the owner and 90% by the third party company. 

Can 10% of the energy generation of the PV system be used as Renewable Energy Savings and bring additional points to the credit?

As long as the contract is long enough to satisfy the requirements in the Green Power and Carbon Offset credit you should be able to count 10% toward this credit. Keep in mind that under v4.0 you must meet the prerequisite without the renewables.
