It has been asked and answered in the past:

- No, a Community Anchor (either commercial office or housing) use type must be a single business or organization, just like other use types.
So it seems that this same logic applies to a mall which is composed of several single businesses? What are people's thoughts on this?
"Not clear whether Uses qualify as separate, distinct uses" I.E. - A use may be counted as only one type (e.g. a supermarket that also contains a pharmacy may contribute only once as either a supermarket use type or pharmacy use type at the project team's discretion).
