Paint VOC violation

If 100% VOC compliance is required for Paints and Coatings, what does this language mean "To meet the 100% requirement for VOC content evaluation, a VOC budget may be use?"

Awkward wording, but this is the same as in v3. You can use a VOC budget to show the SCAQMD g/L limits are met for the whole category.
