chilled water and hot water metering for expansions of an existing building

I'm working on a project that is an expansion of an existing building, primarily adding a few levels on top. The cooling and heating energy of the expansion exceeds 10% of total energy use so they fall into the criteria of this credit. The existing building's chilled water and hot water are metered and awarded the EAc5 Measurement and Verification under LEED 2009. The expansion connects to the existing building's chilled water and hot water systems at multiple points. Can we claim that because the existing building's water meters will measure the entire building including the expansion, we dont need to add meters at every single connections?

It sounds like your project is the building expansion, not the entire building. So no you would not comply with the requirements of this credit without adding additional meters. For this credit you need to meter by energy end use and hot and chilled water are just a part of that. The 10% requirement is not 10% of the entire building's energy use, it is 10% of the expansions energy use.

It sounds like the manufacturer’s claim of 0 g/L VOC content addresses only the VOC content in the liquid state, not the emissions once the product is applied and cured. For LEED, emissions testing is still required because the criteria focus on ensuring that the product does not release harmful VOCs into the indoor environment after installation. Without proof of emissions testing, you cannot confirm compliance with the low-emitting materials requirements. The project team will need to provide documentation, like a certification to CDPH Standard Method v1.2 or equivalent, to demonstrate that the adhesive meets the necessary standards.
