Requirement of Measurement for a new ventilation system

We are working on an existing factory project. It is mechnically ventilated in most spaces and those have been measured. However, the office spaces were conditioned through untiary ACs without fresh air. After the Level 2 Energy Audit, a desicion to replaced all the untiary ACs with VRFs and Fresh air systems was made to meet the LEED mandatory requirements. This was duly executed and commissioned.

For this credit, in the IAQ Calculator, we have used measured values for the Exhaust fans, but designed CFM values for the Newly installed fresh air systems. We have the design drawings and equipment specifications.

The Reviewer is asking for measured values for the new systems as well. Will not the Design values suffice? considering this is what we do in new building projects.

"Measurements taken at the system level within five years of the end of the performance period" per the credit langauge. GBCI will enforce this for existing systems as well as newly installed systems.  Unfortunately they will not allow design values to be used as is typical in New Construction projects.
