Equipments to be Commissioned for Fundamental Commissioning

Hi, I have a question regarding the scope of equipments to be commissioned for Fundamental Commissioning. 

LEED guidelines specifies Mechanical (HVAC&R), plumbing, Electrical (Lightning) and RE system. 

My general understanding is that the focus is on energy consuming system, so system like High Voltage Transformers would be out of scope. However, how about other equipments that consumes energy, such as elevator, escalators sprinklers?  I read throught the Guideline and ASHRAE 0-2005 and 1.1-2007, but undrestanding the scope is still unclear to me. I would appreciate some guide.

For fundamental commissioning it's out of scope - in scope only the systems explicitly listed at prerequisite.
