Is all solid wood considered inherently non-emitting? I’ve seen sources that say only solid wood flooring counts as inherently non-emitting.

Under which category does wallpaper fall?

For me it makes sense, that wallpaper is in Walls/Ceilings category, but it is not really defined as part of it. It also makes sense that a VOC emissions evaluation is neccessary. Does anyone have an input?

I agree that it would be walls and that CDPH VOC emissions testing is needed. Don't forget to include the adhesive to adhere to the paper.
