Schools should be able to start bike lanes on their property and connect to either bike lanes or sidewalks regardless of the width. No additional bike network should be required for schools.

Also, while there is some reference to large occupancy projects we would encourage clearer guidance (ie. for project with more than X FTE's and/or X peak visitors). Also, draw from airport guidance to bring in precedent so we are all on the same page here.
