"Board and Foam Insultation" needs to be more clearly defined (i.e. Mineral Wool, Mineral Fiber, XPS, EPS, Spray Foam).  Does the "Board" definition identify ALL insulation boards or just foam boards?  Another solution would just to have a Generic Term as "Building Insulation".  

The baseline of 4.0 (1m2 @RSI 1) is too stringent.  All traditional Insulation Types, Mineral Wool, XPS, EPS, closed cell spray foams (usually) at higher densities could be over the baseline. As a point of reference Rockwool Comfortboard 110 will have a value of approximately 5.6 (1m2 @RSI). It would be beneficial to the industry to increase this number as all insulations (used in a thermal application) will save carbon over the life of the building.
