IEQc4.4 Documentation

Hi, 

I am confused about what documentation we have to provide for IEQc4.4 compliance (outside US). Manual language states "Confirm that each product does not contain any added urea-formaldehyde." Does this confirmation have to be manufacturer's statement? Does it have to be supported by some tests? If there is no possibility of receiving manufacturer's statement can we prove compliance for some products just by cutsheet/product safety data sheets? Thank you in advance!
