Can ID+C be selected for whole building?

Our team is working on a project of a whole 2-storey (to be) newly constructed office building.

I wonder (1) whether we can apply both floors to ID+C rating system or it has to be a single part of the building.

The owner has ownership and control of the whole building as well as the regular occupants are owner's employees.

(2) If apply a part of one floor or part of both floors, how can water faucet and/or HVAC fixtures are supposed to be included or excluded from project boundary?

(3) How fixtures outside project boundary affect indoor water use calculation? For example, there is a water treatment outside the project boundary, if part of the project's water use comes from that source, can that part calculated as project's water use reduction?

1. Minimum program requirement states that the LEED project should be defined by a clear boundary such that the LEED project is physically distinct from other interior spaces within the building.   I have limited experience in ID+С projects, but as I see MPR - it clearly requires other interior spaces, which are not LEED project within the building. So you can not qualify whole building as ID+С project. It's logical - the whole building must pursue under BD+C.  As I can see, i'ts more logocal to gain O&M for Existing Buildings, am I right?   2-3. I united both questions about faucets since if you would pursue for ID+C certification, you must be very precises and honest about LEED project bounderies and make an acurate descriptions of such bounderies in order to avoid gerrymandering - so if such faucets are crucial and obligate for functioning of your interiors - it must be included into project bounderies. Faucets outside the project boundaries are not included.

This project is new construction of a building, so the appropriate rating system is BD+C. However, if the office tenants are responsible for their own fit ups, you can register the project as C+S and each tenant can register their office space as ID+C.

As I understood - an initial stakeholder that want the building to be certified is the owner (and this also some business strategy to attract tenants), but also good point.
