NC-v4.1 LTc3:High Priority Site and Equitable Development

Option 1: Disadvantaged Community

There is a significant discrepancy between the information provided on census tract versus that of state government.  There is a NYS Disadvantaged Communities website that clearly indicates the area around our project site as disadvantaged, the census makes the community look almost upper middle class.  

Would the State DAC listing be an acceptable documentation option?  Special Circumstances?

Hi Neil, This should be fine unless you get an overly literal reviewer who wants to see exactly what the credit language says and nothing else.  I would just upload the NYS listing and write a short narrative explaining what the NYS program is. One issue I've seen with this credit is project teams trying to use economic development programs that have nothing to do with poverty/disadvantage, so just make it clear that the program aligns with the intent of the credit and the federal programs that it references.
