I have been going around in circles with this requirement for a time now and I am not very sure which time of device is generally installed for airflow monitoring. I was wondering if anyone here could provide some examples of acceptable devices for a VAV system.

The link you provided appears to be more of a tool used during Test & Balancing. It can provide airflow at a moment in time, but does not appear to be able to provide the airflow rate throughout the occupied periods of the space. It alse does not note the accuracy of the reading. It does not appear that it can send an alarm signal when the airflow varies by more than 15% from design setpoint.
Unfortunately I cannot include a link to a compliant outdoor airflow monitoring station, since I cannot endorse any products on this forum. I'd recemmend reaching out to a mechanical or controls contractor. They should quite easliy be able to direct you to such device.
