The LZ designation is determined by the lighting designer based on the Model Lighting Ordinance (MLO)

The guide says LZ may change as sites get developed.

"It is recommended that lower lighting zone(s) be given preference when
establishing zoning criteria. Selection of lighting zone or zones should be
based not on existing conditions but rather on the type of lighting
environments the jurisdiction seeks to achieve."

As stated in LEED BD+C guide v4 page 214, the MLO lighting zone for the project is based on the lighting zone of the immediately adjacent property at the time construction begins.

LZ2 is defined for areas of human activity where the vision of human residents and users is adapted to moderate light levels. Typically, it includes multifamily residential uses, hospitals, hotels, commercial or business areas, with evening activities in predominately residential areas, etc.

While LZ3 is used for areas of human activity where the vision of human residents and users is adapted to moderately high light levels, Typically, it includes commercial corridors, high-intensity town centers, mixed-use areas with high nighttime activity, etc.

Therefore, based on the description above, LZ2 is the closest lighting zone for this location.
