Fire and Police Station Building Type Use

I saw on LEEDuser v4 NC LTc7 that Fire Stations could be "General Light Industrial" (1.85/1000 sf), but is it far fetched to consider "Other Public Assembly" (0.25*permitted capacity) if the community is visiting or trainings on-site? Additionally, Fire Stations often have sleep quarters so it's type is blended with "Boarding House/other sleeping rooms" -- can they be combined? Also, Police Stations have similar building uses, but it could also be justified as "Office Building" ? Any suggestions are appreciated!!!
