There is no required location or size of the recycling collection area, as long as it is logically sized and reasonably located and accessible. In practice, it should be easy for occupants as well as staff to get to/from it who will be collecting and transporting the items, usually via cart. You'll need to supply a narrative with this documentation explaining how things are normally collected and transported.
