Interpreting "medical intervention" and "direct medical care"

We are working on a Mental Health facility and we are curiosus about how to interpert "medical intervention" and "direct medical care: "The area is located where no medical intervention or direct medical care is delivered." 

Do medical intervention or direct medical care refer to healing modalities like meditation, yoga, thai chi, etc.?
