Eslam. My general rule of thumb, is that if you should be include any area that can be seen from looking straight down from above the project boundary. If these rooms are outside of the building, have a roof, and are inside of the the project boundary then they should be counted.

I agree with Samuel's approach. The rooms, themselves, would have roofing material on top and should therefore be included in the calcs. If it's standalone equipment on the roof, that area can be excluded.
