Can someone explain the difference between a meter measuring domestic hot water consumption and a meter measuring cold-water makeup for domestic hot water systems? The first meter can be used for all projects, but the second meter is only available for healthcare projects. However, both meters seem to be measuring the same volume of water consumption. While it's possible that you could put a meter on the domestic hot water pumped around a circulation loop, this meter doesn't meet the intent of the credit since it wouldn't actually measure water "consumption."
