What can we do if the cost per unit for electricity and gas not availiable? Can we use the average values for that city?

I'm confused by the questions. How can you determine the average if the cost is not available?

Average for that area, or let's say what should be the correct way to figure out energy savings if we don't have electricity rates?

Thanks Marcus, I was able to figure out in the reference guide which states we can use states average energy prices.
