The challenge with this approach is that the no smoking symbol alone does not communicate the interior and exterior smoking policy. GBCI would likely argue that the symbol alone could be interpreted as the interior policy.

I agree with Summer.
On a past project GBCI provided this note when the signage had the no smoking symbol and simply stated "no smoking":
"It is unclear how it will be verified that the smoking policy is adequately communicated in cases where the signage is vague. For example, it can be unclear how the exterior smoking policy is communicated to visitors in cases where the exterior signage simply says "no smoking"."
