Scope of ASHRAE 90.1:2010 section 9, in what regards to existing external lighting

In the context of a refurbishment, are the existing luminaires exempt from complying with the exterior lighting power and/or exterior lighting control requirements stated in ASHRAE 90.1:2010 section 9?

I don't think that the luminaires are required to be retrofitted with new lamps. Controls are a bit of a grey area for me, as there is a general principle that you do not have to bring up to code compliance any system that you are not touching, I could probably go wither way. I think that the existing exterior lights would contribute to the exterior lighting power requirements as a part of the installed exterior lighting power.
