Hoping others with more experience will chime in...barracks are in the same category as dormitories, hostels, etc, right? So not counted as dwelling units?
Suggest you verify with USGBC.

From a density standpoint, I've counted actual residences in order to determine the density. A single family house counts as one dwelling unit. A multi-family residence would count as multiple dwelling units. I'm not sure how to apply this to a military base or barracks, so I also recommend reaching out to LEED Coach/USGBC. From the diverse uses standpoint, I've been able to count dorms and residence halls as the community anchor use of Housing 100+ units. I've also been able to consider multiple buildings together as part of a residence hall or apartment complex.

Zoning doesn't matter to this credit, because zoning tells you want CAN be built and the credit asks about what IS built. You could always use the FAR for a dorm or barracks, if the dwelling unit calc doesn't work for some reason.
