Do loading dock doors count as building entries?

Hi all,

For the Environmental Tobacco Smoke control prerequisite, I would like to ask whether loading dock doors for trucks on a warehouse or industrial building also count as building entries within 7.5 m of which smoking is not allowed? I am assuming yes, but it would be great if someone can confirm.
