The credit language for this credit appears to completely exclude students from any mode of counting for bicycle racks at schools. That doesn't seem to be correct and I wonder if it is intended to refer to the long term storage counts?
Can we get confirmation on the calculation method for a high school facility based on student and faculty/staff count?
