My project is a factory with more than 90% of energy consumption coming from Process load (for production purposes). HVAC, lighting, pump, and fan all together only account for least than 10% of energy consumption. So can I just install one submeter for process load, and don't need to install submeters for HVAC, lighting, pump, and fan? Thanks for your insights.

It probably depends on the nature of the process load and how you are modeling it.
Is submetering information on the process load post-occupancy of value to the owner of the facility? If so great, then have a conversation about what aspects of the process load make sense to submeter. If not why are you considering a credit that adds no real value to the project?
