NC-v4 EAp2:Minimum energy performance

Solar energy still doesn't count toward to minimum energy reduction in v4?

My understanding is that LEEDv4.1 allows on-site renewables to count toward compliance in the prerequisite. I'm wondering if LEEDv4 also allows to do so or we still have to reach the minimum saving without renewable energy?

The credit language still states that you must meet the requirements without renewables in LEED v4.
