Do we need to register substations within a project as separate buildings (Under Group Approach) ? If yes, do we have to consider them for analysis under each credit. They don't have any GFA.

I don't think I understood 100 % right, but if it's electrical/transformer substations, so no - you don't need to register them since it doesn't fit MPR:
- Since there is no GFA, it doesn't fulfill requirement "The gross floor area of the LEED project should be no less than 2% of the gross land area within the LEED project boundary"
- As it has no GFA - it also fails to fulfill requirement "The LEED project must include a minimum of 1,000 square feet (93 square meters) of gross floor area"
Since v4.0 USGBC droped the requirements for FTE (https://support.usgbc.org/hc/en-us/articles/4417277985299-Minimum-Progra...), but they advise to think twice about pursuing certification for buildings with low or no FTE - substations in my experienve never had FTE.
