for innovation credits ( for example Innovation: Occupant comfort survey ) when submitting the Design stage file is it possible to justify the credit with a letter of commitment confirming that the survey will be carried out at the end of the project?

the survey must be conducted once the building becomes occupied in order to achieve the IN credit.
Occupant comfort survey responses must be collected from a representative sample of building occupants making up at least 30% of the total occupants. Document survey results. Develop and implement a corrective action plan to address comfort issues if the results indicate that more than 20% of occupants are dissatisfied. Perform at least one survey and implement corrective actions. At a minimum, perform one new survey at least once every 2 years.
When pursuing this IN credit we submit within the construction application, and make the owner aware that this may delay the award of LEED certifcation.

Good to know! A follow-up question; in a university library or classroom buildings, or any other project with a lot of reguler and repeat "visitors", do we need include, or run a separate survey for these occupants, or is it just for FTEs?

That is a really good question since the credit language does not specifically state if both regular building occupants AND transient occupants must be surveyed.
This IN credit is a very similar credit to the 'EQc7.2 Thermal Comfort - Verification' credit within the v3 NC rating system. The language of this v3 credit only requires a survey of the regular building occupants, so I have always just surveyed the regular building occupants on the v4 IN credit without pushback from GBCI.
Maybe the thought is that transient occupants do not spend enough time in the building to provide comprehensive feedback on a comfort survey...not really sure.
