Low Emitting Materials compliant with SCAQMD rule #1168 but without content

Hello, 

could you help me ? I wonder how I could assess a product which gives the statement that it is compliant with the SCAQMD rue #1168  : I don't know which content it have, and also which application it falls under :  it is pre-mixed joint compounds. And the Letter requires the content...
