I have a question relating thermal comfort in a hotel building.

The protocol require to have thermal comfort controls allow occupant whether in individual spaces or shared multioccupant spaces, to adjust at least one of the following in their local environment: air temperature, radiant temperature, air speed, and humidity.

In the shared multioccupant spaces, like lobby area, bar area and restaurant area can I provide thermal comfort control that can be usable only by hotel staff at the request of the costumers? Many hotel managers do not allow the customer to manage the thermostats, except in the rooms.
