I am working on a LEED v4 CS project, where no scope of owner in the tenant areas. Tenant need to install the HVAC systems by themself. However, there will be a legal binding document (Tenant slaes and lease agreemnt) between the tenant and owner. Regarding the HVAC systems, owner will mention that the fan power for the fan coil units inside the tenant area must not be greater than 0.15 W/l/s.
My query is - Do we need to model the fan coils in the proposed model inside the tenant areas and autozise the cooling capacity and airflow? Or do we model the same system as the baseline for the tenant area? but then how we can take the credit for fan power?
Please note that the frash air AHUs will be provided by the owner.
Any help would be greatly appriciated.

Keep in mind that in order to claim credit for any systems within the tenant scope of work in LEED v4, the TSLA must be signed by the tenant.
Assuming that is the case, I you would auto-size the Proposed Case fan coil cooling capacities and airflows using the same parameters as the Baseline Case, with constant volume fans at 0.15 W/l/s (unless variable speed is required by the binding TSLA). The fresh air AHUs would be modeled as-designed.
